Agencies (Universal), AI Brief-to-Proposal Generator with Scope of Work & Pricing
Paste a client brief or call transcript and get a branded, three-option proposal with hours priced from your own past projects, a tight scope of work with out-of-scope and change-request terms, e-signature and a Stripe deposit. It flags any proposal that misses your margin target before it goes out.
This blueprint is free. Copy the master prompt below, build it with your own time, and the only outlay is a few low-cost tool subscriptions. Use it inside your own business, or sell it to clients. The numbers further down are what you can charge, not what you pay.

AI proposal generator for agencies: turn a client brief into a priced scope of work
Read the articleWho you sell it to
Small to mid-sized agencies of any type (web, branding, marketing, SEO, paid media, video, consulting) with roughly 3-40 people, plus established freelancers and fractional consultants. The best fit sends 4 or more proposals a month, prices partly on hours, tracks time in something like Harvest, Toggl or Clockify, and has felt projects overrun. Find them through agency directories (Clutch, DesignRush, Sortlist), agency owner communities and Slack groups, LinkedIn searches for "agency owner" or "managing director" at 2-50 person agencies, and local chamber or co-working networks.
Agencies paying for Proposify (Build $49/user/month monthly, Grow $325/month for 5 seats), PandaDoc (Starter $35/seat monthly or $19 annual, Business $65/$49) or Better Proposals are warm prospects: they already pay for proposals and still price in a spreadsheet. Or skip the selling and build it for your own agency first.
If you sell it, here is the money picture:
The first tile is the value of your client's own jobs, which is the reason they will pay you. The other two tiles are what you charge them.
How it works
The agency sets up its catalogue once: services, deliverables, roles with cost and bill rates, Good/Better/Best package templates, a margin target, and 10-20 finished projects with their real quoted and actual hours. For each new client, someone pastes the approved brief, uploads a PDF or Word file, or drops in a discovery-call transcript. The AI pulls out every requirement with the exact sentence it came from, sorts them into must, should and could, matches them to the agency's services, and writes a clarifying question for anything vague.
The app then estimates hours for each deliverable from the median actual hours of similar past projects (real hours worked, ignoring what was quoted), builds three package options, and prices them from the agency's own rates plus contingency. The AI writes the scope of work: what's included with quantities and revision rounds, what's out of scope, assumptions (every unanswered question becomes one), client responsibilities and change-request terms. It adds a milestone timeline and a payment schedule.
A margin meter turns red if an option falls below the floor and blocks sending until the owner approves. The client gets a branded web proposal link, picks a package, toggles add-ons, signs with a typed name (with timestamp, IP and document hash recorded) and pays the deposit through Stripe. The agency sees every open, section view and option click, gets automatic follow-up reminders, and can raise priced change requests the client approves from a link once work starts.
What to expect
Build time is 1-2 days for someone comfortable in Lovable, plus a day to load real catalogue and project data, and a 2-week supervised pilot. Expect a first proposal draft in 10-20 minutes from brief to send-ready, against the day or more many agencies spend now (Loopio's research puts a formal RFP response at 23 hours on average; most agency proposals are lighter, but they still eat hours). Estimates are only as good as the past project data: with fewer than 3 similar projects per service, the app marks estimates low confidence and falls back to catalogue defaults, so plan to keep adding finished projects every month.
The biggest money is usually in scope: Ignition's 2025 agency report found 57% of agencies lose $1,000-$5,000 a month to unbilled work and 30% lose more than that, while 78% rarely or only sometimes charge for out-of-scope work. Clear out-of-scope lists plus a two-click change request turn some of that into paid work. Win rates won't jump overnight, and the AI will occasionally mismatch a requirement, so a human always reviews before sending.
Wrapping it as a native app with AppBuild.DIY matters because the moment a client opens or signs is the moment to call them, and a push notification on the owner's phone catches that moment far more reliably than an email.
